It is not the same everywhere.
BPL is the capital of MP, Nobody will say BPL is the most important city in MP.
INDB is heads and shoulders above BPL.
Similar is the case of Jharkhand. Jamshedpur is easily 1.5 times bigger than Ranchi and Dhanbad has an economy that is even bigger than Jamshedpur's.

more... both cities were established railheads on established trunk routes with well established railway infrastructure way before Jharkhand even came into the picture. So when these two cities don't get trains it is a bit baffling.
On the other hand RNC had everything handed to it post Jharkhand's creation. Seperated from ADRA division, developed infrastructure etc.
I am really happy that Nishikant Dubey is developing his own consituency first and giving trains to his areas rather than the obsession with Ranchi that most Jharkhand politicians seems to suffer from.
And finally saying that RNC caters to the needs of BKSC is a truckload of BS. BKSC is a large city that deserves proper railway connectivity on it's own, if villages like Jaynagar and Saharsha can have dedicated trains like Humsafars so does Bokaro.
