Yes absolutly barring Platform 1, rest all the water taps in DHN are more or less always dry! Can be a business strategy, forcing the passengers to buy packaged water!
Things like this are very common in DHN sir, I believe there is some sort of agreement between the vendors and the authorities! Of-course Dhanbad station is very famous for it's Honesty! :P (Serious Pun Intended)
but no denying about the pleasant experience i had at dhn reservation office, specially standing near to "F only" queue. At one point i considered coming to DHN for all my prs bookings :D :D
